Here are some of the details of the budget:

  • 23% cut to university system and increased fees to community college students
  • increase in costs of medical care to the poor
  • cuts in welfare grants to elderly and disabled
  • trimming of mental health care programs
The Governor did use his line-item veto power to eliminate the federal program known as CalTIDES, which was a database intended to track teacher performance. The funding for the database intended to track student performance (CalPADS) was maintained.

Here are the highlights from the education portion of the state budget:

  • Categorical programs: no additional funding or additional cuts. Tier III flexibility extended to 2014-2015 school year.
  • August Lay-offs: AB 114 suspends any possible certificated layoffs in August. This does not pertain to classified staff.
  • County-Office approval: the budget suspends for one year the requirements that count offices of education “certify” local district budgets.
  • Mid-Year Cuts: AB 114 indicates that Districts may not be able to make any mid-year cuts now that we have a budget in place. Both certificated and classified would be protected from mid-year cuts.
  • Trigger Language on Length of School Year: Currently, the District can negotiate a shortening of the school year by five days. If the state’s $4 billion in unanticipated revenue falls $2 billion short, then the school year may be shortened by seven more days and proportional cuts will be placed on revenue limits of 4% or about $250 ADA.
