Proposition 25, titled "Majority Vote for the Legislature to Pass the Budget," is the CFT's own creation.  The proposition would move the 2/3rds threshold to pass a budget down to a simple majority.  California is the only state in the nation that requires this super-majority to pass a budget.  As a result a few "swing" members of the legislature blackmail the majority in order to get special favors for their districts.  It is an undemocratic way of running a state budget.  Additionally, any new taxes would still require a two-thirsd majority.
